Companies wishing to be set up in Qatar Financial Centre (QFC) may submit a request to receive the necessary approvals.

QFC Law No.7 of 2005 as amended (Schedule 3) details the kinds of business activities that can be conducted in or from QFC. These are divided into Regulated Activities and Non-Regulated Activities.

Setting up Non-Regulated Business Activities:

The process of establishing an entity in QFC follows two steps:

1- Strategic Fit Assessment

As the first step, firms interested in obtaining a license to operate in QFC are asked to submit a Business Case.

2- Licensing and Registration process

  • If approved, the firm will be invited to proceed with licensing and registration. The license application process often involves a preliminary meeting with our Licensing team, aimed at explaining the forms and requirements at greater detail.
  • The Licensing team will provide, upon request, feedback on the received drafts, and assess the information you have submitted about your firm, management team and proposed activities.
  • Licensing applications can be accessed and viewed at QFC Legislation link.

Additional Information

  • The Business Case is assessed to ensure that the proposed activities fall within the range of permitted activities in QFC, and that the firm will add strategic value to Qatar and to QFC.
  • Interested firms are advised to consult the QFC Rules, Schedule 5 Licensing Criteria, which lists the criteria used in assessing an application.
  • The Strategic Fit process will take around two weeks, from when your Business Case is complete.
  • If all criteria are met, a QFC license will be issued and your company will be registered. This part of the process will take around four to six weeks.

Applicable fees are as follows:

  • Application Fee: US$5000
  • Annual Non-Regulated LLC, Branch Fee: US$5000 pro-rated
  • Annual Non-Regulated SPC, Holding Co. Fee: US$500
  • Application and Annual Fee for LLC(G): US$500
